I am maxed out in both but is there a recipe for the use of cabbages? I know about the hot sauce but as rat tails are so rare I can rarely use them, unless I'm upgrading a building. But my cabbages seem to have no use. Any ideas?

Harvesting wheat and tending flowers will/should bring more skunkupine thus more rats tails.
Although it takes a while, I would recommend starting the quest for Pepe. He gives a fairly reliable source of rat tails than wheat/sugar crops do. Rat tails are also used in the trade with belladone, so they will be good to have down the road.
How can I start a quest for Pepe? Also been tending a lot of wheat and flowers this week and managed to get a few more rats tails. But it's not an actual science unfortunately.

You need to have Thurston's Fort completed and be on level 19+ in order to access the Pet Skunkupine quests. I hope this link works for you and you can work it out.
I didn't know Pepe was the friendly skunkupine on the second task for that now.
