Waiting for Opponent & Shot Timer

I don't know if this happens every time but it was my turn and I sank one of my balls when I got the Waiting for Opponent pop-up. Why I had to wait when it was my turn was silly but I waited. I waited 30-40 seconds when the pop-up disappeared, my shot clock comes back but only has 2 seconds on it. I didn't have enough time to properly set up a shot so I essentially lost my turn because I had to wait for my opponent.
