The gold that the gold-type dragons give, does it count towards the 20-gold limit per day or you have the 20-gold limit + whatever these dragons give?

No, the gold from a treasure dragon is not tied in with the gold you receive from neighbors.
You can collect 20 gold from neighbors plus the gold from treasure dragons.

Why do I not have the thing where u can send your dragons out on quests how do I get it other ppl the same level as me have it I dont understand

This is an IOS feature. If you play on android or kindle fire, you will not have access to this building.

No, the gold from a treasure dragon is not tied in with the gold you receive from neighbors.
You can collect 20 gold from neighbors plus the gold from treasure dragons.
