I had the same but i've already fullfilled it. my daughters farm ( and some of her neighbours ) have a bug. they show 2 dogs and 1 cat but they stay at the same place and they didn't buy them ? I can't post a picture. Her name is schlumpfine123
It's resolved. the cat and dogs have gone. She closed and reopened the game.
