The Goals button disappeared from my Restaurant Story Valentine's Day game. I tried completing a goal I was working on to see if that would fix the issue, but it didn't register.

Maybe it was a time-limited goal?
Soletimes, you have goals and you have (for example) only 10 days to complete it! It maybe that?!

Strangely, the Goals disappeared before I'd completed StP, and I never got a pop-up notifying me of its completion.

Great that means you did complete this goal. That was the last goal that was offered in the game.
