Level 25, but won't give me train station

I am at level 25 but the train station says I need to be level 25. What's up?

The Train Station is an expansion itself. You will need to tap on an Expansion Sign, the yellow plot will show up under the Train Station and then you can tap to Expand. Once you expand at the Train Station, you will need to Repair it.
