Can't update RS

I have been trying to update restaurant story since yesterday but is not updating I play on iOS I tried every thing , deleted many games and reset my network connection ,
Why I'm not allowed to update?????

My iPhone is update to iOS 7.0.4

Are you getting any error messages? You can try restarting your device.

If it will not download from the app store, try doing a hard reset of your phone. Hold down the power button and home button at the same time until you see the apple sign.
You can also try going under settings and log off your apple ID, then log back in.

I tried all these , finally updated on my iPhone by 3G , but iPad and iPod still can't update (can't use 3G)
Error message is "restaurant story could not be downloaded at this time" and I tried to download by iTunes the error message was "the network connection was reset"
