Is it normal at level 23 still no fish pound???

Is it normal that The numbers of 2 of the papers for expanding are over 30 , took too much space , I had to sell them, but the third paper I have only 5 for several weeks!
Is this on purpose ? Then I loose patience to this difficult game.
If this is a bug , please help

The drops for Expansion parts are random and can be found by completing more Deliveries.

How many plane orders do you do per day?

Every 2 hours I send 2-3 orders, except sleeping time
I think it's not random, there s always only one that's difficult to get while other parts become too many.
