Yes, you keep any decorations you purchase, unless you sell them.

By any chance do you know how much longer the Halloween items will be available? I downloaded the game as a totally new player (saw the ad in another TL game) and so I haven't had as much opportunity to stock up on things.
There's a timer in game currently (3 days remaining), but I don't know if the items will remain past that. I would suggest to you to purchase any items you want before it runs out, just in case.
