Problem with business supplies

Can someone tell me to understand why I can't replenish goods for my factories? It says goods capacity reached, build industry buildings or supply your business. I want to supply and I have goods too. At least the goods icon says 10475 /2000. What is going on?

You will need to get rid of some of your goods by supplying your business with them. Collect from the businesses, then supply them with Goods in order to lower your amount so you can order more. Thanks.
