Red target when building troops

I am building troops specifically bears and a bear has completed but instead of going to my army post a red target is above my barracks and the bear won't deploy and no more troops can build. Any clue what is going on

Are your army posts full? If you click on army post/troops it should tell you how many troops you have and your capacity.
