Just a note, if you could buy them, you should be able to make them. I'll wait for you to post a screenshot of your train orders. Unless the team has changed the craft level requirements lately (that I am not aware of or havent spotted yet), the levels stated in the Guides should be correct. But it's ok, I'll help you to sort this out.
