When it's ready to hatch it will instruct u to go to the blimp and go to your new ice isle. You are very close 

Now one of the goals is telling me to unlock artic portal, but I already did? Im in the new Island and here is a pic off the frozen egg that won't let me hatch it and that does not tell me what dragon it is?

Mine was doing he same thing until I traveled back to the original isles

Once the breeding is finished, when you go to collect the egg (which normally places it in the nest), you'll instead be prompted to deliver it to the Arctic Isles.
