In both this game, and in restaurant story, I've tried purchasing gems. My credit card has been charged, and yet I've received nothing!
What can I do about this, short of reporting it as fraud?

You could either Email TeamLava support@teamlava.com with all the information.. copying and pasting your transaction receipt or
Use the Report a Problem within the iTunes Account where it shows your transaction and have Apple deal with it.

Apple handles all financial transactions. Either email team lava with your transaction number from apple iTunes store, or report to apple that transaction didn't complete. Not a fraud, obviously a computer glitch. Annoying to be sure. Good luck.
