So, I recently got the goal to buy 4 tea cup tables and 4 sugar cube chairs. I bought the tables with no problems, but the chairs show that they are locked by goal, even though I have the goal. My game is 1.6.8 on an iPhone, if that helps.

That's not the goal you need to unlock them. I forget the name of the one that does, but work on the other goals and you'll unlock it.
