Unable to expand

I am down to my last 2 expansion tiles for City Story Metro. However, it does NOT display a tile to tap prompting the screen that allows me to expand/ask friends for permits. Am I missing something? Is there another way to expand via menus (I can't find any)? Is this a bug? Do I have to hit some milestone (I am level 76)?

- I have tried unloading the program from memory (iphone) and reloading, but to no avail.
- I have tried going into and out of 'edit' mode hoping it would trigger the little expansion symbol; but to no avail (this has worked in the past).

Any suggestions would be appreciated (and not belittled if I already tried it).

Is there little trees on where your trying to expand? Because if there are your not allowed to expand there.

I never used that menu option before (obviously). I guess when you get used to doing something the same way, you tend to get narrow minded
