expanding

In the design section for expanding I had the option to expand if I had 7 or 10 neighbors so I accomplished that all today and now the option for the expansion is not there!!!! Does the option come and go? Will I have the chance again?

it now shows coins. when you don't have enough neighbors it shows neighbors.
you need a certain number of neighbors to expand using coins.
