Why are gems cancelled, not being sold that is, but animals still cost gems?

Not sure if things have changed in the last 10 months or if it's an Android thing, but I have the option to buy gems... also, while I haven't seen quests/pop-ups offering gems as a reward for installing certain games (like the newest version of Restaurant Story, etc.), when I get that sort of goal in other games and complete it, I've been getting some free gems in Zoo Story as well.
