The Puebla Tables are unlocked after finishing the Chocolate Mexicanos "Sweet Redemption" goal.

The pinatas should unlock after completing the "Flower Power" Goal of collecting 7 Hibiscus Flowers and serving 14 Aguas Frescas.

You don't have to have received the 7 Hibiscus flowers before starting on the aguas frescas for them to count toward the goal.

I'm not sure, I decided just purchase the indicated wallpaper. When you click the goal "buy" button, it points to that wallpaper, so my hunch is no.
