Why am I over charged ?!!!

I buy gold/ gems all the time and I was shocked when I got my credit card bill and found out I'm being over charged!
At first I thought it's my bank ripping me off with "hidden" expenses and what not.
So I started to use my Internet card.
I thought I'd take advantage of the gem sale in Farm Story and buy some to buy the new Valentine's decorations.
I bought 105 gems 30% off for $13.99

As soon as I completed the transaction, I got a message on my mobile thanking me for using my card for $38.97 !!!!

What's going on ? I need someone in TL to answer me
