Can't gift and how request material

When I try and send gifts it said friends have received their max and every time I try it the same thing comes up!
And how do I request material from friends

You can only send 3 gifts per day. If you try beyond that you will be told people are maxed.

You can only request if you're doing a goal/building something that gives you the option to request item from friends. There will be a button that allows you to do so.

or you can ask a friend personally on the wall to exchange gifts
