I'm really good in Photoshop so I could manage with that but I'm useless at most paint programs.
To make a piece like that I would think that it takes a massive amount of planning and an insanely steady hand.

Ooh I just remembered I haven't use Sai in a long time, I'm going to have to play with that tomorrow.
