How do you request items from neighbours?

Fern, tall grass, old log, plant in a log, bush, Ivy's hut.

To request go into the unbuilt conservatory. Under red petals click the ask neighbours. Select who you want to send the request to. Alternatively you can post on their wall and ask them to gift it.

To send out requests. Tap the constuction (the conservatory) and there is an "ask friends" option.

i got the notion that items that run very low, have even lesser chance to be harvested. Does this also happen to you ? Or is it just my imagination ?

The drop rates don't change. It's a matter of perception or bad luck.
