I have been looking for new neighbors who are interested in the game like I do! I tip and gift all of my neighbors on a regular basis and we help each other out every day in the way of food and also with parts needed for new appliances, too! As leader of my neighborhood, I always go to the Storm 8 website to see if anything is ready in the way of the newest challenges and what we'll need, too! Same here, I would prefer active neighbors. I still have a 4 star rating. I'm only level 68 and ongoing. I would not want to wait forever on a neighbor who only plays for a bit and then vanishes without a word.
