Unable to request Glimmerdust to build a house for Ivy.

I had around 70 glimmerdust at one point, but I am down to 1/40 glimmerdust now and I am unable to request more. I believe I have used up a lot of the glimmerdust for Translator's Tome, am I unable to request more?

I am on an iPhone 3 iOS6.

Personally I can't request it, only to have it by neighborns or to find it in my place. But I see that other request it as well also other stuff.

I've seen a few people say you can request glimmerdust from friends, how exactly do you do this as I have not found an option for it as of yet.

When building Ivys Hut you used to be able to request from friends, but with the new update, this is no longer an option.
