    Question Halloween items blocked 'level 1000'

    Vampire Concert and Haunted Steakhouse are locked (it says level 1000?!?!) but I've seen them in a city which level is lower than mine. Is it normal?

    That means it is a goal that unlocks them level 1000 is just a placeholder

    Yes this is just a placeholder. It unlocks by completing a goal.
