what does "locked by goal" mean?

I am trying to expand but i i cant seem to get any whisp lanterns which i need! How do we unlock by goal? i am currently at level 8 and i have ways to go before reaching that part of game. thanks in advance..

You can ask neighbours for wisp lanterns. When you go to expand to a section where you don't have enough lanterns you'll see the option to ask. Otherwise you can craft the in the workshop. You'll need earth wisps (rare from mining) which can also be crafted from coal (rare from mining).

There are certain things locked by goal. As you progress through the game goals will be triggered by certain events. Eg expanding to the.boatman will give you a quest to craft items needed for a spell book, eg iron binding. What particular item were you thinking of?
