Completed Android Goals but Loretta Still Locked

I finished my second L'amour bread and unlocked Jean-Pierre but Loretta is still locked. Shouldn't she be unlocked by now? Thank you for your help!

I completed all the goals, even got helpful loretta, but Google play said the game needed updated, which I did. After that my loretta was locked (i had put her in storage til I rearranged). I have a HTC sense, and the version is the latest updated one. Since then, I've uninstalled and reinstalled the game to see if that was the issue but helpful loretta remains locked. I'm not sure why.
