Why can't I move anything to a cleared area?

I cleared part of the upper level of my area but I can 't get anything to move up there. I am on kindle fire. There is plenty of space and if I buy a habitat I can place it there, but nothing I already have will move up there.

It is hard to move to the upper island. Drag your item close to upper island and make sure there is a clear path then you have to kinda toss it up there.

and how do I "toss it " up there lol

It is trickey. I place my finger on it and try to flick it. Make sure you have a clear pathway.
