Gifting of non-neighbors?

I always thought you could only send gifts to your neighbors but I have received a gift from a player who isn't a neighbor. I double checked to make sure I hadn't clicked to add a neighbor without notice. It would be nice to know how to send a gift to anyone I want to. How do you do this?

Never mind. I believe this is just a glitch. She had asked me to add her and she is in my pending file. She does not yet show up on my list of neighbors and I can only tip her three times. I cannot gift her yet.

That can happen sometimes with situations like you mentioned. Other times I've had current neighbors send me a gift, but also remove me soon after. I will still get the gift, but under my Gifts tab, it shows no name.
