Invisible city hall and bank when visiting neighbours and community members

I'm really stingy with expansions so I make use of every inch of space before expanding but I noticed lots of other people having large green spaces and realised that city halls and banks in your city appear invisible to your visitors. Anyone else noticed this or is it just me?
