Will it ask for more gems during the next bit of construction when you decorate it? I've seen some interesting rooms but I don't want to waste gems to get an unfinished room that will sit around forever because I don't have the gems for the second bit. I'm not going to buy gems, so thats not an option.
When you buy rooms that cost gems the second part is coins. I think it's 10 coins if not that then it's zero.

I purchased the Arctic Fox for 48 gems today. The Decoration/Painting cost 10 coins and was finished within 10 seconds. a soulmate however will cost me 25 more gems, and judging from the family pricing (child is as much as the parents together), the child is most likely 50 gems or so...
Yes, that's right. You have to pay 25 gems for the soulmate and 25 for the child. Is the Arctic Fox the same thing as the Ice Chamber? Because I spent 50 gems for it.

Oh yes, that's the one... I'm suddenly not sure if I spent 50 or 48, as I see it for 50 now, however, I'm certain I wished to purchase it asap 'cause it was "only" 48 gems as opposed to most gem rooms. XD
Just, you know, since I thought it was cute, and I wanted to get it before TL comes up with another doubling of prices or something XD Perhaps the 48 got rounded up now? XD
