This has possibly just confused me even more. All I got from that was GM can use his super powers and give CD the account of an inactive user and I'm not going to try understanding the technology behind these forums

Either fiddle around with a free equivalent of the software (ZetaBoards is the one I use to power my Forums), of ask someone IRL.

The bug could probably be fixed but they would have to pay to get it fixed. I haven't been a forum administrator since the days when vbulletin was free. I was once the super admin for the forum on the Michael Moore website. Now that was a challenge! Trying to maintain free speech on a political forum without complete chaos?!?! Whew!
