I used to visit a neighbor when the make up counter is out of sync and things would be alright. It's not working. The items I ordered remain missing even after visiting a neighbor . The out of sync message doesn't even pop up now.

Have you tried going to design tab before doing anything else? That is the only way it works for me. I go into the game when I know my make-up is due, go to the design tab, then place my make-up. If I was already in the game when the make-up came due, I log out of it completely, then log back in and do that process. If I don't, I end up with just coins.
Where do I get the make-up counter and at what level
The makeup counter is only available for iOS users. If you're on iOS you'll find in the floor decorations tab.
