When someone wins over and over and over again and never gives someone ELSE a chance to win, it gets REALLY annoying. Not many people are in the same time zones therefore they may be busy with work or school or sleeping while the contests are posted. And only 4 people will win gems/cc.
I think ALL the users who get the correct coordinates should win gems/cc (10-30 gems/cc)

While it be nice if everyone can be a winner, it wouldn't be much of a contest otherwise. There are going to be multiple contests, therefore multiple chances for anyone to win.
