You can receive 20 items per day. Sending is once per neighbor.

As mentioned above by Miss FabQueen, you can send once in 24h to each nbr and receive 20 max per day. For your nbr to accept your requests, they can only do so once in 24 h and if they are late in accepting (no matter when you send the request), they will only see your next request 24 h from when they accepted, not from when you sent it. If they don't accept your first request because they were not playing and you send a second, I think they only see the first and accept that one. So hence the impression that neighbours are tardy or unhelpful. I can't be absolutely sure about this but this observation is based upon having 5 iDevices in the house! LOL! They don't all belong to me btw...
