When you wish to insert an emoticon, bring up the keyboard, tap the Globe key. You should see a row of boxes appear on the top of your keyboard. Now type "emoji" without the quotes and a series of emoticons should appear in the row of boxes. Select the one you want.
Note that there are a lot less emoticons here than in the iPhone/iPod.
Don't buy any of the emoticon packs that claim to be able to add emoticons to the iPad; unless things have changed in the last couple of months, non of them really work the way they claim.
