    Well I actually viewed the turtle in the cross breeding section so that might be why it doesn't say locked by goal

    That happened to me, too. Even though it says Level 1000, you really don't need to actually get to Level 1000 to unlock it. Just do what you have to do (whether it's a goal or a collection, I forget which), and you'll unlock it. Hope I helped!
