Wondering why the time is always 7:00 for all customers. Anyone have an idea?

I believe the thread starter is referring to the number next to the smiley face and not the numbers that float up after each guest finishes his/her meal.

That number is the customer satisfaction rating for your restaurant. It goes up each time a guest leaves happy and down when they leave angry; the highest rating seems to be 50 (50.1 if you look into your profile).

The higher the number, the faster your customers will travel in eat and leave, so if you want to control the pace of your traffic you can either block your door with an item at the smiley face velue you desire or leave the page as it will reduce the number. The value only increases as you stay on the page. If you have many dishes and can provide more or want to turn over quick cooking dishes keep the maximum value at 50 it will enable you to earn more coins, and points. Cheers Chef.
