He just bought the 580 Gem pack for 99$ or 275 Gems for 50$

Just buying the 275 Gems he would have 116 remaining for his tiles and stuff. With the tiles he could also

Its free to play indefinitely but you have to pay for extra features. This is not the only game where you pay money for extra features.
