How to collect "toured" sparkles from plants

I cannot seem to collect the "toured" sparkles from above my plants. Does collecting those require energy? What is the trick?!?

Still a little glitchy. You have to have at least one energy to collect. If you are having trouble with plants, try and collect from building first, then go to plants.
Sometimes I cannot get the plants to go but once I collect from a building, then I can collect from the plants.
