Water plots aren?t working

Hi there, my water plots are not showing up even after I have expended there and fixed the crop dryer. It appears like the regular land that I can drag anything to place there. And my task (repair a plot) and (plant something in plot) could not be accomplished because of this problem. Could you help please? Thank you for your consideration.
