How do you request items you need

If it's for a quest, you do it through the quest log. It says "Ask 20 neighbors" and you click and it takes you to your friendslist.

If you mean the three Gifts that a person can send out, you need to tell your trade partner what you want. I have requested stone, but they sometimes forget and send me glitter. It's a human thing. And you have to communicate on each others walls, and remember to check them, too, lol.
