I am having this same issue. After I completed the 3 "Free the Baby Toads" castle adventures, the Tend a Rainflower Sapling chapter points to an item in the shop for 50 gems.

I looked in my inventory and noticed I had one rainbow tree, which likely dropped as a reward from the keep adventure.

I am guessing there is a limit of 1 tree and since I already have one, the chapter cannot progress.

After force quitting the game and reloading, 2 saplings appeared in my inventory. So it seems to have sorted itself out.
