Cannot upgrade shoemakers

I cannot upgrade my shoemaker to level 10. I am at the last step of this awful game where it requires me to upgrade to level 10, I have made all the items, shoes etc, for the upgrade and the side goal completed. But I cannot upgrade there is no upgrade option only the timer and there is six hours to go.

THE EXACT SAME THING HAPPENED TO ME! I just notified support and I am devastated because I have spent real money on trying to get this prize
