You collect Party Horns from the Tower every three hours.
Check your World event icon and it will tell you how many you have collected so far.
The amount you collect every three hours can be increased by upgrading your Tower by doing the goals.

You will likely need to collect 2100 Party Horns to get the three items needed to make the pet.
There are 12 full days left in this event.
What you need to do is divide 2100 by 12 which is 175
So that means you need to collect 175 Party Horns a day !
Now look at the upgrade information that will tell you how many Party Horns you can collect every three hours.
I have completed Goal 6
This means I collect 50 Party Horns every three hours.
I make five to six collections per day.
That's 250 to 300 Party Horns I can collect per day having my Tower at level six so I can win the pet.
There is a bonus though for completing all 12 goals ...a Rooster Alarm Clock.

There are altogether 12 stages. Collection interval is 3 hrs for all stages.
Game starts with no upgrades and gives 5 Party Horns
To upgrade to Stage 1 requires 1 of each upgrade part - gives 10 Party Horns
To upgrade to Stage 2 requires 2 of each upgrade part - gives 16 Party Horns
To upgrade to Stage 3 requires 3 of each upgrade part - gives 23 Party Horns
To upgrade to Stage 4 requires 4 of each upgrade part - gives 31 Party Horns
To upgrade to Stage 5 requires 5 of each upgrade part - gives 40 Party Horns
To upgrade to Stage 6 requires 6 of each upgrade part - gives 50 Party Horns

To upgrade to Stage 7 requires 7 of each upgrade part - gives 60 Party Horns
To upgrade to Stage 8 requires 9 of each upgrade part - gives 70 Party Horns
