The Spin to Win event requires version 2.5, but you are on version 2.3. If you update to the newest version you should see it.

I did notice that we had been erroneously promoting the event to players on version 2.3 for the past few Spin to Win events, but I'm pushing an update that will correctly target players on 2.5+. Apologies for the confusion!

Habitats are typically temporarily enabled when associated pets are on offer. This is a manual process done primarily to keep the Market clean, but I missed this one. I did re-enable the Rescue Pen now, so it should be buyable.
