Trade tickets issue

I don?t have the option to convert trade tickets so I can make the permits for land. Any help will be greatly appreciated. Thank you.

I also cannot convert trade tickets into expansion permits, which I need to craft explorer permits. Explorer permits are available to craft but Expansion Permits are not. Have you coded to allow the Expansion Permit craft if the Explorer or Windchaser Permit is required by an unopened plot?
