I don't know if this changes for high/low level, but i'm now level 50 if it helps.
Reward is +100 Coins +10EXP +10 Crowns.

I think kat8rose may be right... Special Event monster spawns tied to specific "main event storyline" goals (not side quests) like these ones usually do not appear until you reach the goal that unlocks them or triggers their quest, I believe- I think it's an exception when we can spawn from the beginning.

In this case we start collecting Hats and the side goal

appears in your Goalbook at the Main step that asks you to spawn and defeat Gnome Chefs, right after the step where you make your first Cranberry Bread. It also opens the side goal i've inserted here to craft a Gnome Chef with 500 of the hats, but the Gnome Chef craft was greyed out in the Trade Wagon until... just now when I checked to grab a screenshot, not sure when that changed or if some other event triggered the craft to unlock.



I also haven't spawned a Troll Chef (the other special monster) from field yet, as I haven't reached that part.

I could be wrong, but it seems like it may be working as intended?
Personally i'd save my energy (or at least not spend it trying to spawn monsters before they're called for) until we have confirmation! ❤️

No, I do not know that yet. It takes 7 hits to defeat the Troll Chef. He doesn't spawn every time something is spawned. He is mixed in with Fangbeasts and Skunkupines. So I only have 3 Heavy Creams so far. This consumes a lot of energy too. I hope we only need 1 Whipped Cream.
