It could be that you need items that drop both required materials for the trade to open. But I got a troll and a naga early on and it opened up both of the trades. Gerard the lobster drops the shell. I think the naga is worth buying.
I bought the Naga and can confirm that as soon as I collected from it, Naga trade was opened. (I didn?t know anything about Naga trade, so this was a surprise to me.)
ETA: My first collection included one of each items, so I don?t know if you need it to drop just one item or both to open the trade.

The trade in the Royal Exchange is unlocked by actually just collecting from a Naga - and not bc of what it drops.... The Naga trade is great for trading for coins and you can easily get the items now as lots of items have these drops (shell armor and naga fins) and so it's worth doing if you have those items available given they are not used for anything else.

I am really tempted by the Naga. I have one, and the Naga Trade is a good one for building coin overnight. This current one is so pretty (even though that Naga is trying to look fierce!)
